Macro Help - Last cell in range not being counting in running total

In the attached workbook, the macro determines unique items in column D. It then determines how many cells to highlight based on the condition that running total in column AB is greater than the average in column V. When the condition is met, highlight the necessary cells (for every unique item in column D).
Where I am running into trouble is, well ALL items in column D are required to meet the condition, it does not highlight. The best example can be seen in rows 2 - 10 and 11- 23. In rows 11 - 23, rows 11 and 12 are highlighted because the condition has been met. However, ALL of rows 2 - 10 are required to meet the condition but they are not highlighting.
