Pull Results with double Criteria

Column E to I is the dictionary
Column K to O are results based on what is fed on c1 and c2

When vowels are asked for 3 it should pull words with even 4 vowels , 3 is the minimum
When column c2 is left BLANK it should search against criteria c1 which is letters regardless vowels condition
I have pasted dictionary for 2oo words , it does not have letters with 2 vowels
Column c1 should not necessarily be three letters , It should allows E.G DL which is a two letter word

Only it needs a small tweak

When i ask for SLT and 2 vowels it brings results but along with what i dont want

What it does is it pours 3's and then pours 2 , so when two starts , i can go know , it does what i need

1) Do not place meaningless blank row(s) within data range like you did in row 2001.
The code will read the data only to the data before first blank row.

2) You must explain why below should be excluded.
