Number of staff working changes everytime with new file.
Number of booking code changes everytime with new file.
List must be divided evenly as much as possible without deleting duplicate booking code.
The duplicate booking code should be counted as 1 while allocating the satff

same booking code is getting allocated for staff1 and staff 2.
for eg .
GSJSJ5 staff 1 staf1
GSJSJ5 staff 1 staf2
duplicate codes should be allocated to same staff.

My second solutions are equal to your manual inputted data.

The answer is:
staff 1=7
staff 2=5
staff 3=7
