In M3 copied across and down:
=VLOOKUP(INDEX($B$3:$H$18,MATCH($L3,$A$3:$A$18,0),MATCH(M$2,$B$2:$H$2,0)),$D$23:$E$29,2,1)
I have created a new lookup table for this in D23:E29.
