    To calculate the number of numbers in each draw, you must place a list next to the order of the greatest number of times for the least or the smallest or descending order.

    Why not use the formula you proposed?

    Copy it down, then:
    Select cell P5
    Starting from P5 select all cells down and left (selected region shall have active cell - not grayed-out - in P5 - see screenshot)
    from Data use sort descending (Z above A icon - see screenshot).

    The result is in attached file
