VBA Formula Copy with spacing

All,

I have this formula =FILTER(A:D, (E:E=M1)*(F:F=O1),"") is located in Cell N2

What I want to do with the formula is copy it X numbers of times based on a value in cell H1.
There will also need a gap of 20 rows when pasted. I.E it will end up being pasted in N2, N22, N42, etc...

The issue im having is that in the formula is references M1 and O1 for the filter.
when copied it should reference M21, O21 etc. It does copy correctly when I just copy and paste, normally.

When I do via the VBA editor, it still references M1, and O1.
