Use the Worksheet BeforeDoubleClick Event to test if the target cell's address matches what you are looking for. Here is a simple example that beeps when the cell F10 is double clicked.
Private Sub Worksheet_BeforeDoubleClick(ByVal Target As Excel.Range, Cancel As Boolean)
If Target.Address = "$F$10" Then Beep
End Sub
