Don't know if this will help you or not, but
If you have all of your data set up on one worksheet, you can use a filter
to filter your data. The copy (Ctrl+C) and Mail Merge will only see those
rows that are left after filtering.
Excel is not good at printing labels, if you do you must NOT set up to
fit to page, you can't change printers, fonts or stuff once you've setup.
It is VERY difficult to control. You are expected to use MS Word to
print and to use Excel as the database instead of using Excel to print.

Perhaps the manifest would be your filtered spreadsheet itself,
depending on who gets the list.
Use of a web based reader that puts (repeats) newsgroup postings as
web pages is the equivalent of spam among web pages. Your question
was answered in a newsgroup. Google will keep web pages and
newsgroups separate as long as questions come in directly from a
newsgroup. Filtering out the noise from so called forums when searching
web pages is becoming more of a nuisance than filtering out spam
from emails.
