Meter bar

I want to build a meter bar by merging a couple of cells together and adding color. I want it to be linked to another cell that has the number 100 in it and when that number changes, the color of the bar depletes. Kind of like a percentage, 50 will equal the bar half there. I this something excel can do? If so, can someone help me a little? Thanks,
