advanced formula/programming function

Hello there,

I am in need of some serious help with an Excel worksheet that I have.
I have a data sheet there is larger than 30mb and would take me forever to aggregate the data that I have.

The data is import and export values for countries that are broken down by sectors for each year. And would like a programming formula of some sort to aggregate each year corresponding with the correct country.

I have attached a small portion of the data sheet and I have added some cells to the right to show what exactly it is that I want to aggregate and how I would like the output to be.

I really do appreciate the help and a point in the right direction would help me so much finishing my thesis.
