Using strings as arguments

I've tried to write some code where I insert strings as argumets when referring to rows. Eg

would be how I am supposed to do this

though I want to replace the 3's with strings which return 3. Eg

Linect = 3

This doesn't seem to work. I want to use strings as arguments like you can with the offest method though this isn't working. Could someone suggest a solution here and a reason why this won't work? Thanks in advance.
