I need to be able to protect all the cells on a sheet from being amended but I also need the user to be able to filter on 1 coloum , column C. Can this be done

If you have 2003 (not sure if 2000 has it), you should have a choice in the Protect Sheet dialogue to allow use of Autofilter..
So go to Tools|Protection|Protect sheet and check Use Autofilter.
Where there is a will there are many ways.
