Restricting Paste Function

I've created a spreadsheet which has conditional formatting on some manually entered values. I placed a warning that if people are copying data from another source, they should only use Paste Special > values so as to not erase the conditional formatting. Is there VBA I can enter that will prohibit the use of the Paste function when they open this workbook? Thanks
