Complex data parsing

I need to parse data from a report with complex (aka crappy) formatting. I only need the retrieve the name and one number from all of the other data in each section or block.

A sample sheet is attached. It only contains two sections/blocks, but the report I need to work with will have enough to account for over 1000 rows of data.

My goal is to get the highlighted name on a row with the highlighted number and nothing else.

Any ideas? Thanks!

Name the top left cell of the input range on the worksheet "Input".
Name a destination cell "Output"
