Is there a way to get a value with partial input

Hello,

I have a form where in which user enters a name and he may not enter the full name, but seeing the partial name can the related data be pulled from another worksheet, can we use Lookup formula to search for "Contains" value.

Have you considered using a ComboBox? This might give you the functionality you're looking for.
