Validate, then Copy and paste.

Here is what I am trying to do.

If Sheet 1 column B Stating at 15 equals Sheet 2 Column 15, then copy sheet 1 C:W paste to Sheet 2 in the same range and loop through all of Sheet 1 and 2’s column B while maintaining Sheet 2 Column A’s format whether it requires to insert a row?.
I have inserted a sample WB with one example copied for reference.
As always, any suggestions would be appreciated.

Ok, I've got this but it is not looping throught all the records. Any ideas on what I am missing?

Na, maybe I am just stupid, it only copies the first 15 and doesn't loop to the next set.
