Add command button to assign "shortcut" macros

I need some help please to add a command button to the top of excel next to "Home" etc. (where the buttons used to be called "File").

The closest thing in can find is ActiveX controls, but these can only be pasted into the body of a worksheet.

How do I go about adding a command button so that I can assign my macros from personal.xls

If this question has already been asked - please excuse me but I am desperate for an answer - I am losing so many man hours due to the new excel.
