Array formula not working

I am creating sheets using the 'component' variable as the tab name. I am then performing the formula below to check column B for a '1', and column D for a 'Y'. This formula should check each component sheet created and add them up to give the total in the summary sheet, cell (11, 3).

I think this may be working kindof, as when first created this will always be '0'. But if I change values within the component sheets this value should change but it isn't.

Can anyone tell me what I'm doing wrong here?
