Lock specific rows while inserting new rows

Is it possible to lock rows 1-2, and 25-26 in place while allowing the user to insert new rows elsewhere?

New rows must be created in order to add new data. But rows 1-2 and 25-26 are at the top of the page when printed, though they are not actual "headers".

Currently, adding a new row anywhere between 2 and 25 will shift 25 and 26 downward, whereas, I need them to remain in place for printing purposes (so they will remain at the top of the printed page).

Go in cell 'A25', click on Insert menu and then on 'page break'.-

Now you can insert rows without problems.

Not working.

I had to go to "page break preview", then right-click column 25 to "insert page break".

But then i inserted a row above column 25 and it shifted column 25-26 down to 26-27.

Is there another step involved that is being overlooked? I need new rows that will insert above row 25, while pushing the one just above 25 just below row 26.

edit: i'm using excel 2007 is that helps.
