Hi Jason, and welcome to the forum.
It's not quite clear what you mean. Where are the users entering data? In the same cell as the formula or elsewhere?
If the former then clearly a cell can only contain one thing. Either an entered value or a formula.
If the latter, are you saying that you don't want a formula to evaluate if a cell on which it is dependent is changed. Then the only thing you can do is switch to manual calculation
And what do you mean by 'lock'.
If you unlock all the cells to which you want to allow access, by going to the cell formatting and unticking the locked box, you can then switch on sheet protection. Now you can't enter a value in the formula cell, but you can in the cells you've unlocked.
Is this what you mean?

It is a little hard to explain my issue, but i need to be able to enter data into a cell that has a formula, without deleting that forumla. Does this help at all.

I have a cell that has X amount
I have another cell that I need to enter Z% in and it will compute Z%*X = Y
Vice Versa I would like to be able to enter Y amount which will compute Z% from X amount
Please disregard if this does not make since.
I am fairly good at creating formulas but cant figure how to lock I know I couldsimply delete one of the two options to input but would like to be able to do either.

As I said in the last post, you can't do it. A cell can only contain one thing, either a constant or a formula.
The only thing you can do is resort to some VBA code in the Worksheet Selection change event. i.e.
