Drawing Lines in 2003 and 2007 differently

I am trying to draw arrows in my spreadsheet from a particular cell to another.

I'm not using discreet values to do this, rather getting the distance from the origin to the cell of choice.

This works perfectly fine in 2003, but in 2007 the start and end points are positioned in the wrong rows (but curiously are in the right column).

There is not a constant difference between the point and the desired location (so i can't just put +2 in to it).

Excel seems to position the arrows using 'points' not number of rows/columns.
The 'point' values are the same in 2003 and 2007.

has anyone got any ideas as to why the arrows are not drawn properly in 2007?
