Randomize Assignments

(see attachement -not my original document but might help understading)
ok i have cleaning jobs each separated in 2 group (code 2 and 3)

and i have 15 people that depending on the disponibility have code 1, 2 or 3associated to them

What i want, is to create a random way(button maybe) that

- All the people that have a code 2 gets assign a job that have a code 2
- All the people that have a code 3 gets assign a job that have a code 3
- ignore people with code 1
- If not enough people have code 3, then someone with a code 2 gets assign a code 3 job
- job cannot be repeated
- someone people wont have job


i know this is pretty complicated.. just looking for people to help me solve this or point me in the right direction. :-)
