Grouping does not end. I want to start a new group

I am working on an exercise in which I have to group certain rows. But it is giving trouble. A new group is not starting but the rows are added to the same group. Please help
It works fine for the first time with (selection.rows.group function).
But when user click again, new group is not created, instead the rows are added in the same group in another outline level
But i want seperate groups. Please Help.
I have attached my xls file
    Attached Files Attached Files

Could you perhaps explain the mechanics of what it is exactly you're looking to do - there are some odd references in the code for which an explanation of basic premise would help clarify I think.

I want that whenever a user selects a dept. from the combo box and click on the button, it should automatically add the number of rows which are specified in sheet2 and add these rows into a single group ad then group should end.

Everytime a new group should be there
