2 Problems related to combinations

Hi.. I need help here...
I got 2 questions.. first one is easy but the second one is a bit tricky..

1. From sheet 1 to sheet 2,
I need to list the variables from the row in sheet 1 (0001-0010) that when matched to its equivalent column (y to x / row to column) is less than 1000000..

e.g : 0004 to 0003 and 0004 to 0005 is less than 1000000,
so 0004 is 0003 0005, as seen on sheet2


2. From sheet 2 to sheet 3, i need to list ALL possible 2-pair Combination from the results of each variable in Sheet2

e.g : 0005 is 0004,0007 and 0010
so all possible 2 pair combinations for 0005 are :
0004 0007, 0004 0010,
0007 0004, 0007 0010,
0010 0004, 0010 0007
...as seen on sheet3

The most combination is 12 pairs for 4
Does that make sense?
