    Text to speech

While looking around the web i found out that the text to speach is built into excel, though there is no way of getting to it withen 2007.
Found this writen by ken purls though it only works if this code is withen a open instance of excel. So it got me thinking, Ive heard of people talking about the personal.xls file and what i understand of it it runs this file whenever excel is opened. So how if at all can i put this in there so the text-speach is added to the ribbon on every excel file opened.

    click office button
    click excel options
    click customize
select commands not in the ribbon
scroll down and you'll find the speak cells options
add to qat(quick access tool bar)
