Big challenge: protect multiple sheets AND enable outlining AND enable insert comment

"Dear experts, I've a big challenge. What I need is a VBA code for the excel file attached, that does:

- protect all sheets at once with a password
- enables outlining (grouping, + and -) on all sheets
- allows users to insert comments in protected and unprotected cells

I've already tried lots of things in the VBA, and always one of the above requirements worked, but I can't manage to get all of them work, and I didn't find someone with the same problem/solution on the forums.

If there is one of you that can give me required VBA code, I would appreciate that greatly!"

But I tried your code in the VBA,

but it didn't work. Do you know what I do wrong?

Your code works! the only problem is when the users choose not to use macros (when starting up the excel file. Then the sheets are not protected at all.

Do you have a solutions for that?
