Inconsistent data rows

Hi,

I have raw data from an export in columns G1:J59 (attachment enclosed), which has inconsistent number of rows where I would like to copy the ref number, forename & surname for each person to be at the left hand side of each date & time transaction so that the result is shown as A1:E59.

This will allow me to sort & filter by name and date/time for each event.

Would like to know if this can be achieved by a formula or any other methods.
