Excel 2003 not recognizing user

I have a friend in a different office, his net is down or I would just tell him to come here, but maybe I can find some answer for him. Here is his problem:

excel 2003 was not recognizing some VBA comands, he performed detect & repair. Now Excel isn't installed for this user

I am not sure if this is enough info but thought I would try and see if I could find him some help.
