I would like to create an Excel template file with 2 conditions:
1. Display Active Character Count as typing
2. Limit character per cell
These 2 conditions must be in the same cell.
I have spent hours researching but so far I can only find one but not 2 conditions in the same cell.

I don't follow the "same cell" logic at all but in basic terms:

Re: Display Character Count as Typing: not possible I'm afraid.
Essentially until you "confirm" the entry you can not access the value.
(In other words you can not access the content of a cell whilst in Edit Mode)
