Looping through rows and columns at the same time

In my latest version of this project I've been working on, I have a list of device names which need to become part of the headers for that specific device. Everything has to be dynamic with this program because of how many different devices there are to pull data from. Attached is a file which should describe the problem I'm having in plenty of depth.

edit, I was thinking maybe a nested loop containing two variables, which moves one of the variables down the rows setting it to the cell value in the list, while another variable moves across the columns using the set variable of the first variable to print the headers for the column? I think that makes sense! tell me if it doesn't i'll try explaining differently.
