Multi-row dragging problem

Hi all,

I'm working on an excel document with two sheets. I figured out how to write a code that drags across multi-rows but can't seem to figure out how to do the reverse.

Please see example file it's easier to see than explain.

What I need to do is drag the forumula in Download!E4 but instead of the cells incrementing by one, they need to increment by 13 (in this case). I was able to do the opposite and get information in the Data! worksheet to drag with this code:
