Linking 2 Data Validation Lists

Hi,

Just wondering if it's possible to "link" for want of a better word, the values in 2 data validation drop down lists - I've attached my testing workbook as an example - in the drop down for cell B5 the user will select a start time (eg 12), then in cell C5 (finish time), the drop down value would be 12, but then still have the ability to scroll down to the other 15 min increments below 12... just so the user doesn't have to scroll all the way from the top...

Is this possible with a formula in the Data Validation Criteria...

I'd thought of having just a drop down for the hour and then the minutes and then concatenating them, but some thought this a bit excessive with the drop downs and using too many columns
