Top (or Bottom) Border in footer

Is there a way to add a top (or bottom) border to the footer using visual basic code? I cannot seem to find if there is any such property to set. Basically just looking to add a line above everything that I have in the footer, but would like to play with it and see if it looks better with it at the bottom of the footer as well.
