Well, I finally figured out how to do it myself. For my purposes, I really needed to not use conditional formatting.
First I created a helper column, and then I created a loop.
Range("J2").Select 'go to the first cell in column j that is not a header
ActiveCell.FormulaR1C1 = "=IF(RC[-2]<>R[1]C[-2], ""Line"", ""None"")" 'This is the formula for the whole column
Range("J2").Select
Selection.Copy 'copy the forumla
Range("J3:J100").Select
ActiveSheet.Paste ' paste the forumla to cells 3-100 in column J
Application.Goto Reference:="R2C1"
For a_counter = 1 To 100 'this loop runs the first 100 cells in column A
If (ActiveCell.Offset(0, 9) = "Line") Then
Range(ActiveCell, ActiveCell.Offset(0, 6)).Select ' Selects all cells from current cell to current cell, 7 Columns RIGHT
'This section places a single dark line under the selected cells
With Selection.Borders(xlEdgeBottom)
.LineStyle = xlContinuous
.Weight = xlMedium
.ColorIndex = xlAutomatic
End With
Selection.Borders(xlEdgeRight).LineStyle = xlNone
Selection.Borders(xlInsideVertical).LineStyle = xlNone
End If
ActiveCell.Offset(1, 0).Select 'This moves the active cell down one row
Next a_counter
