counting rows with multiple criteria within same range

I need help with 2 formulas. I'm very new and if I've violated any forum guidelines, please let me know, and please forgive me.

Here is some sample data to simplify what I'm needing. I've also attached the file.

Total $ Reason Code
$848.63 60 61 62 63
$15.54 60 63
$39.11 61 63
$523.08 61 62
$116.51 63 62 60
$44.80 61 60
$50.12 62 63

I need formulas that:
1. Count rows with code 60 that does not include a 63 in the same row. Formula should return 1.
2. Total of $ in Column A in rows that have code 60 that does not include a 60 in the same row. Formula should return $44.80.

I appreciate any help, I've tried several functions and I just can't figure it out.
