=INDIRECT excel function not working on Spanish Machine

Hi,

I developed a Addin Using VSTO and the addin application used the below method:

=INDIRECT("'Sheet1'!$Q$2:$Q$3")

It basically to used for display the data into dropdown.

It works fine with engish version of OS and Excel but it not working with spanish version of OS and excel.

Is there any alternate of INDIRECT function which works on all language version(english, spanish, french etc) of OS and excel.
