Finding max value within selected range

Merry Christmas!
I am looking at a New York city crosswalk Pedestrian volume and am looking to write a macro that could replace the formula that I have written.

I have collected pedestrian volume at a north crosswalks for 2 and 1/2 hours (data was recorded every 15 minutes) in the morning. What I need to do is 1) find the peak hour where the total crosswalk volume was the higest and 2) within that hour find peak 15 minute and return the 15 minute volume for that peak period. So I found the peak hour & added the pair volumes at the crosswalk( people walking east + people walking west) together for all the hours and applied nested if statements to look for the peak 15 minutes within the peak hour to produce the final outcome.

The problem is if I want to change my peak hour, now I have to move the references around and it's a pain.
Is there any way that I can just select the peak hour and the calculation would be done to find the peak hour with out my adjusting the rerences individually?
