skip NON blank cells and fill only blanks

Hi all, was hoping someone could help me with below please. I have formulas that I want only to populate BLANK cells.

Below are 2 steps I take(its more than 2 though) and I want to run those formulas, skipping any non blank cells. The 2nd part works by itself, but when I run it together it keeps overwritting each other..

any help would be very much appreciated as I am little lost with this. thanks so much
