To process lines and arrows from excel sheet using some scripting language

Hi,

I have a problem where an excel sheet has arrows and lines of different colors places on the cells. I want to parse the excel file and automate on the basis of the lines

I am attaching a demo excel sheet. In the spreadsheet, whenever I see a 'up arrow' I would want to get output for <signal1 = (clk1|clk4) & ~parameter1> (color is yellow, which is decoded as ~). Output for <signal2 = clk1 & !parameter2> (color green, which is decoded as !).

Please suggest me on how can I automate this. What language should I need to use to do this (VB, C#, PERL etc)?
