Create Validation List from Visible Rows on another Worksheet

Hi Guys,

I want to be able to have a validation list created on a WS from the visible row values found on another worksheet.

The values to be added into the data validation must meet the following criteria:

1. Must be found in Column B ONLY
2. Cell with value must have a "Top Border"
3. Row Must be Visible

How would i do this?

(I already have a similiar function to this working correctly and could be used as the basis for the problem above)
