If comma present, then place a character before and after comma (FORMULA)

    Hi,
So what I'm looking for is a formula that first looks for a comma, if there is a comma then place a ' before and after the comma, if not then just brings the value from that cell (always placing a ' at the start and ending of the value).

    So final product should be

    4323 is '4323'
    4323,5824 is '4323','5824'

    Any hel would be appreciated.
    Thank you
