Lightbulb Macro for border not working after reopening the file

Hi there, I have two scripts in my excel file.

First one is for locking cells with any data in it. (i enter data and run this macro to lock cells)

second is divider between two revisions. (when i enter a number in column B, a thick line gets created above the number. this event macro)

When i put them together, works fine for the first time. If I save, then close and reopen, Second script does not work and throws an error .

Error is "Runtime error '1004', Unable to set the Weight proparty of the Border class

Can some one help me to fix this
