loop through rows for match insert blank rows with title

hi all,

whats the easiest/best way to achieve the following

-loop through all rows starting from a specific row i.e. 5 up until row X (the count of rows with data, ive already got the count bit)
-searching for a match in column 9 (I)
-once found insert 2 empty rows above it
-goto column A of the lowest empty row and insert a title
-then end
-if no match was found then do nothing

You would have to use a macro to do that, as a function/formula can't be used to insert a row.
