how to find a color in a row where the color is blue , if true fill with a specific text

Dear All friends,

i am preparing a new scheduling work sheet where i used conditional formatting to fill color based on formula function when project start and end timings are matching .

but i want to display a project name on the start of the project time , above tried with if function but issue is when formula given to all entire row so
project name not visible .

please help me how to display the project name on the first cell of the color
