    typing in the cell block with discretion

    Hi.
    How can I block entering the cell 'D2' if the cell 'C2' contains the first digit of the number 3

    I try this, but don't work

    You would have to use code such as

    However first you would need to ensure you can type into Cell C2 and D2 - without knowing how your workbook is set up depending if majority of cells are locked or not I would suggest you read here

    Hi.

    I am grateful for answer. When all the test cells are blocked!

    I need the cell 'C2' stay unlocked (always), and only 'D2' is blocked if the first character of 'D2' is different from 3 will then be blocked, otherwise it will be unlocked

    You need to read the link I gave you - You need to Right click on C2 and select Format Cells, then select Protection Tab and untick Locked. That way when the sheet gets protected C2 will always be unlocked.
