I need a macro that will find “effective” in a column, select that cell and cells below until “effective” reappears. Once all cell “groups” have been selected I need to print the selected cells with rows 1:7 to repeat at top.

This code will set your Page Breaks at each instance of "effective".Place the code in a General Module. I wasen't able to make sense of this from your Sample File
