Need Help with Macro to count the frequency of numbers in multiple columns and rows

Hello,

I need some help ,I need to be able to run a Macro that can count the frequency of numbers in Column A + Column C and document the amount of times these same numbers showed up in the same row.

I would also like to be able to have any duplicates removed.

Example:

A C
1 123456 654321 1
2 456789 987654 2 <--- Number of times the two numbers showed up on the sheet
3 456789 987654 <---and have this row removed

I really hope someone can help, if this is unclear or makes no sense please let me know, I am a super noob.
