    copy/paste "='[notebook]Tab'!$E$14" returns #ref with no formula

I am working on a tool for multiple users with a dynamic pathway

I have three notebooks, one with source data that I have open and close without saving, to get data from it. I have one notebook with calculators that is opened, saved under a new name, and left open for the user. I have one notebook that builds tabs as the user selects choices, and clicks the macro buttons.

My source data file has links to the calculators, both hyperlinks to the page, and cell reference links to the results of the calculators.
When the user selects his choices, these options are copied from the source data to a new tab on the build workbook. The problem is, the '=cell ref' doesn't copy as a link.

I've tried moving the source data tab to the calculators notebook, or the build notebook. Both options will give me the link in the copy/pasted data if I do it manually, but not if it's done through the macro. I've done 'record macro' while doing this to compare the generated code with what I have - it's the same

The links are live, and correct on my data sheet.
All three notebooks are open while I'm trying to do this.

    Is there something I'm missing?

To update this, if I manually copy/paste, say, two links, they paste as links. If I do four I get anywhere between 0 and 4 pasting as links, with the links happening in the first cells. If I do 6-8, I get no links

One more update. I'm copying from a filtered list. If I unfilter, everything copies just fine.
