Proper syntax for an If/Then statement

In sheet1:
If column (A,row x) is a number and column(C,row x) is a description in inventory then 'execute this expression (1).' elseif
column (B, row x)is a number and column(C,row x) is a description in inventory then 'execute this expression (2)'.

do you know any codes about this?

row x is like activecell.row
