Only copy rows across IF matches criteria

Hi there,

I have a document with several tabs.
Tab 1 is the main information holder 'General Public'.
Tab 2 is just for a mail merge and only needs rows copied if Column A of Tab 1 = 'Letter'.
The formula i came up with was:
=IF('General Public'!A2="Letter",'General Public'!D2,"")
However, this brings across everything. I cannot figure out how to only bring across cells with 'Letter' and leave the others out.

After searching day and night of the net, I have realised it most likely will only be possible using a 'code' or macro. Only started playing with these today. so not much knowledge here.

Please find the attached sample document.
Normally, the columns go all the way to AD, but I have deleted the 'sensitive' information.
Basically, I just don't want it brining over 'blank' cells/rows like it is set up now.
When I do the mail merge, as the first item is blank it stops looking. Also, if I use the filter to sort them so they go to the top, it seems to muck up the formula or something?Current Record.XLS
